A scoping study which concentrates on two aspects of local authority fixed and variable costs: (i) the possible existence of (dis)economies of scale in the provision of local authority services, and; (ii) the possible existence of transitional costs, which may mean that local authority costs do not vary proportionately with changes in client numbers.
