Evaluating the Local Government Agenda - New Website

The 1998 and 2001 Local Government White Papers provided a collection of more than 20 policy initiatives designed to modernise and improve performance in local government including Best Value, Local Public Service Agreements and electronic government. Together these initiatives form the Local Government Modernisation Agenda (LGMA). The Local and Regional Government Research Unit has a major on-going 10-year programme of research evaluating the long-term effects of the various elements of the LGMA, but it also recognises that individual evaluations will only give a partial view of the real effect of the LGMA in local government. An over-arching evaluation of the LGMA, therefore, was needed not only to explore the delivery and impacts of the individual policies, but also to understand how these policies interact and what the key drivers of change are.

The project is being undertaken by a consortium led by Professor Tony Bovaird (UWE) and Professor Steve Martin (Cardiff Business School). The research has two elements. Firstly, a Meta-evaluation of the secondary data collected by the research teams evaluating individual elements of the LGMA and secondly, a Macro-evaluation collecting new primary data where there are gaps in information to answer key research questions.
