Instructions for using the Excel models
Set the required floor. The scaling factor will recalculate automatically.
Check the scaling factor. This should lie between 0 and 1. If the scaling factor is negative then the floor you have chosen is too high. Choose a lower floor.
Notes
This is not the definitive model so there may be slight differences between the results with this spreadsheet and those in the consultation papers (eg scaling factors not identical beyond the eighth decimal place);
The models only handle the floor calculation for the specified group of authorities, according to the scheme for those authorities as described in the floor damping methodology paper;
These spreadsheets are being made available on an 'as is' basis - we do not have the resources to provide advice and assistance on the workings of the spreadsheet or on the modelling of floor/ceiling options.
